HACSB is currently accepting applications for Crestview Terrace, a new community under construction in the city of San Bernardino (formerly known as Waterman Gardens). This property will have 116 new units for occupancy, ranging from 1 to 5 bedrooms.

Ontario Houisng Programs Office closing
Effective July 15, 2019, the Ontario office will officially close and all housing assistance services will be conducted at the new Upland location at 1200 N. Campus Ave., Upland 91786. The office hours will be 9:00 a.m. to 4:00 p.m., Monday through Friday, closed every other Friday.

Eligibility Criteria
- The head of household must be at least 18 years of age or be a legally emancipated minor.
- The household must meet Section 214 requirements governing U.S. citizenship and eligible immigration status.
- All Adults are subject to a criminal background check when your application is processed for eligibility. Each person’s criminal record is reviewed for policy compliance, however HACSB makes every effort to provide access to its housing programs. Consideration of circumstances and evidence of good faith efforts to address past criminal history will be taken into account on a case by case basis.
- Site based waiting lists have additional eligibility requirements which include meeting the guidelines of acceptable credit/rental history.
- The family’s total gross yearly income must not exceed federal income limits at time of final eligibility. Below is the income limit table:

Occupancy Standard
Applicants are assigned a bedroom size based on two (2) people per bedroom regardless of age, gender, or relationship, with exceptions given to Live in Aides and/or Reasonable Accommodations for persons with disabilities.

Project-based Voucher Program
Under the Project-Based Voucher Program, the Housing Authority enters into an assistance contract with the owner for specified units and for a specified term. Once the household is deemed eligible, the household enters into a family obligations contract in order to access the subsidized unit. The Housing Authority refers households from its waiting list to the project owner to fill vacancies. Because the assistance is tied to the unit, a family who moves (voluntarily or through eviction) from the unit does not have any right to continued project-based housing assistance.
Affordable Housing Program
Under the Affordable Housing Program, the Housing Authority enters into an assistance contract with the participant for specified units and for a specified term. Once the household is deemed eligible, the household enters into a lease in order to access the subsidized unit. The Housing Authority selects households from its waiting list to fill vacancies. Because the assistance is tied to the unit, a family who moves (voluntarily or through eviction) from the unit does not have any right to continued affordable housing assistance.
Housing Services Tenant-Based Rental Assistance Program
Under the Housing Services Tenant-based Rental Assistance Program, once the household is deemed eligible the Housing Authority enters into a family obligations contract with the household in order to access rental assistance. The household then rents a house, apartment, or townhome in San Bernardino County. The household enters into a lease with an owner, and the Housing Authority enters into a Contract with the owner in order to provide subsidy for the rent. The assistance is not tied to the unit, which means that a family who moves (voluntarily or through eviction) from the unit has the right to continue housing assistance in a different unit.
