In 2008, HACSB was designated by Congress as a Moving to Work (MTW) public housing agency, allowing HACSB to waive some HUD program requirements in order to develop local policies that are adapted to the diverse communities that make up San Bernardino County.
HACSB is required to develop and submit to the U.S. Department of Housing and Urban Development (HUD) annual MTW Plans and Reports. These documents outline the new and ongoing use of MTW flexibilities, and report outcomes for each year.
